Citing the existence of a cement mafia in State, MLC G. Madhusudan has alleged the usage of sub-standard cement for government construction works.

Firing another salvo regarding irregularities at a press meet at Pathrakarthara Bhavan here this morning, Madhusudhan revealed that he had visited a cement Industry on Bannur Road on Oct. 31 and a cement godown at Weavers Colony in Hebbal the next day and observed that hardened substandard cement well-past the expiry date was being powdered and repacked.

He alleged that the substandard cement was being mostly used for government constructions in KR Nagar, Holenarasipur, on Bannur road and for bunds of Hemavathi river and VC Canal.

He further said that hardened cement of branded companies too were found ground and repacked at the said godown with an invoice of supply of tonnes of cement at Rs.140 per bag of 50kg when the running price was above Rs.300 clearly indicating the existence of a mafia.

Elaborating, Madhusudan said that a sample of the substandard cement was given to SJCE for testing which reported an average three-day compression strength of 14.04 N/mm2 as against the stipulated norm of 20 N/mm2 by Bureau of Indian Standards (BIS) for a standard 53-grade cement.

The MLC said that a case has been registered in that context at Vijayanagar Police Station and a detailed report has been sent to the government seeking a CBI inquiry into the whole scam which was playing with the lives of people. He added that cement stored at Railway godown too was substandard which was quite alarming.
