The Association of Concerned and Informed Citizens of Mysore (ACICM) Convenor M. Lakshmana has demanded Chief Minister Siddharamaiah to order an enquiry into the alleged scam in the construction of Outer Ring Road in Mysore.
In his letter to Siddharamaiah, he has alleged as per the Indian Road Congress, the expenditure incurred for the construction of a kilometre of six-lane Outer Ring Road would be around Rs. 2.5 crore to Rs. 3.5 crore (including the construction of the bridge).
Lakshmana alleged that the authorities decided to upgrade the 32.2 km four-lane Outer Ring Road which was being constructed at a cost of Rs. 45 crore in 2002 to six-lane in 2008. Its construction cost was estimated at Rs. 6.8 crore per km which is Rs. 219.06 crore for 32.2 km. But, the estimate which has been prepared is for Rs. 239.51 crore.
He said that according to MUDA Commissioner, the expenditure to acquire 76 acre land and construct the pending 9.33 km Outer Ring Road would cost Rs. 54 crore. According to his statement it will cost Rs. 5.78 crore for construction of per km of Ring Road.
However, Lakshmana added that he was suspicious over the estimates as the construction of 32.2 km Outer Ring Road was already completed and to extend the Ring Road in two places and declare it as six-lane Outer Ring Road it was costing Rs. 6.8 crore per km. While the new road construction would cost Rs. 5.78 crore per km, why are they quoting Rs. 6.8 crore per km for expansion, he asked.
He alleged that the recent statement of MUDA Commissioner to a newspaper on the previous BJP Government giving its nod for the construction of pending 9.33 km of Outer Ring Road with an expenditure of Rs. 54 crore is only misleading the public. He also questioned the Authority for giving the contract to a single contractor from Andhra Pradesh by dividing the Ring Road into four different blocks.
He has questioned the Authority regarding the participation of other contractors and also on the non-completion of the Outer Ring Road works despite Central Government giving its nod for the construction on February 15, 2008.
The letter also mentions about the contractor using the earth dug out to construct Varuna Canal for the construction of Outer Ring Road. This apart, he has also mentioned that both the State Government and MUDA had to release 10 percent of the total expenditure each for the construction of the Outer Ring Road adding to the funds released under JNNURM. He alleged that so far there is no information regarding the money released for the construction of the Outer Ring Road.
